How do I access my web server that is behind a Cisco router with NAT and a cable modem? My cable modem IP is not static.

You need to use a dynamic DNS service like
Then you need to firewall off the internet and use NAT or PAT to redirect the incoming web traffic to the server.

internet---FW1---hub----Router---LAN
|--webserver

In this config, the firewall controls the large percentage of inbound nasties.. redirects any inbound HTTP traffic to the webserver and the rest to the router. The router is the last defense so it will have some access-list protection in place.

This works very well and can be relatively cheap to put in place.

Why should I put a hub/switch before my router? Will that slow down my network?

The hub will not slow anything down.. the hub only provides ports for the poorman DMZ to protect your LAN.
