Web server login problem

We are in process of building a web site.Our web sites uses the following technology windows 2000 server,Apache web server,jsp pages, SQL server 2000 and ISA 2000 firewall.The problem is when someone wants to advertise in our website , first they need to create an account.Now the user is able to create an account but he /she cannot logon. The same account works fine using host.We published our web server in ISA and we configured ISA in our local DNS server.All the incoming web request are directed from ISA to apache web server.Also the same account works fine when we disconnected our firewall ,DNS server and by connecting directly to the internet using our static IP.
Any help is appreciated.
