look at the first time install guide,it does have instructions on tomcat,but that is for making the java my home work.It does mention how it can be configured to do the static part.Why bother with this I run livelink on my windows apache server.you just need the script alias to point to the livelink cgi and the alias to pint to the livelinksupport directory.I find it extremely easy in os's where IIS cannot be supported.
