Web Proxy broadcasting on local subnet

I am running NT 4.0 server with proxy server 2.0 Today my proxy server began broadcasting on the local lan with the data listed below. Several hundred events are written to the system log every minute :Event ID 44 :packet filter dropped packet alert. If I turn the web proxy off, the broadcasts stop as do the system event log messages. Any ideas?? - I'm pulling my hair!!
