Web Page Problem

I am new to VB.NET. I am trying to make a simple web form, place a data grid on the form and display some info from a sql database. I have the connection, data adapter, etc. I get an error when I run the program. I don't get this error with a windows form, only with a web form. The windows form loads fine. Error is below. Any suggestions?

Make sure your login ID has rights to IIS...

Im not sure where to set rights for IIS. Can you guide me in the correct direction?
