Web front end for FTP

I would like to create a web based front end for our FTP site. The FTP need to be secure (individual user accts). Currently I am adding users manually, but I would like to create a web page that will automatically create the users and allow existing users to login. Some friends tell me that there is a way to do this w/o a database...it will just create the folder/user acct in the local user console.

Any Ideas?
