Web Access on Windows 2003 SRV

Probably an easy one, but I can't find the answer anywhere...

I require internet access on one of my servers to allow an app which runs on that server to get updates from the web automatically.

Problem is it looks like Windows 2003 as default prevents this web access.

- I don't have the firewall enabled
- Proxy settings are correct
- Can't see a local security policy related to this
- Don't have AD (yet) so no GPO's applied
- Internet security is turned down to low while testing...

Any ideas??
