Is there such a thing as a UPS that can operate in temperatures that get down to -20f?
 
What do they say in the user manual ? The main blocking elemnt would be the battery: the chemical reaction that produces electricity decreases with temperature, so the battery "power" seems to decrease.
-20F would give you maybe even less than half the actual capacity at normal room temperature.

Apart from that, I have no experience about low temps.
