We have an NT server with Win98 cli

We have an NT server with Win98 clients. Our software uses the time/date stamp of a file to determin wether the client needs an upgrade. Since the Daylight saving, all the terminals have tried to download a new version. Both the terminals and server are diaplaying the right time/date, so they've all updated thier clocks OK. The file on the server has he same time/date as the clients. Any ideas why since daylight saving the clients and server have got them selves confused. I'm guessing that If the server were to rebooted the problem would be solved? maybe.
