Warning message when turning a feature on? - How

I am trying to enable the screen warning in WinXP for a user. The on screen warning appears when the user depresses the Caps Lock or Num Lock key, or it should do.

The feature has been turned off and I wish to turn it back on. I have read that you should be able to turn the feature back on by going

Control Panel
Accessibility options
General Tab
"Give warning message when turning a feature on"

I have enabled and disabled this repeatedly as the user and as admin and the warnings still do not appear, I have also tried this with classic vs XP view.

Anyone know how I get the warning to show.
