Want to reinstall all system files related to communications/TCP/IP

I have a problem with a computer not connecting to the internet. Ive tried several new modems, and all of them produce the same results. It will start to dial, and right when it starts the acknowledgement, it quits and says it can not connect. A few people have told me to reformat the hard drive and do clean install. I was wondering if I could just reinstall all the system files related to communications? If so, can someone tell me how/what files I need to reinstall?

A fix for possible Winsock corruption may be worth a try, if it fails there are also links to rebuild and repair the TCP/IP setup.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.

And then there is a complete format and clean install.
