W2K3 server sits idle with background and nothing else

When logging into my W2k3 server, either locally or remotely, it's fine up until the login box, then when loggin in, just shows the background screen and the dialog box, logging in. I can CTRLALTDEL to get the box up and going again, but hitting keys, window key, etc. does nothing, it just sits there. Any ideas?

Do you have any network connectivity problems?
Do you have low disk space on the disk containing your OS?

Those would be my first thoughts...
