W2k3 file permissions

We are replacing old NT4 servers with Windows 2003 servers. User files on the old server have no special attributes and are accessible by all users. When we copy those files to the new server, they are taking on a "read-only" attribute. Can anybody point me to the right place to figure out why this is happening and how to prevent it? I have 13 more of these servers to roll out and need to figure this one out.
 
It is by default and you are unlikely to be able to change it. Due to all the lack of security MS placed on their products and the complaints that were made due to this, Win2k3 is built with some security like this out of the box. You will need to configure the security / permissions that you want on the shares you have manually.

To get around this issue, you probably just need to configure the shares with Change permissions for the Domain Users group.
