W2k ts and w2k wks group policys in novell

We have a problem whit the group policys in a mixed (terminals and workstations W2k) enviroment.
In console one there are policys for w2k and w2k terminal servers. it seams like the TS group policy is allways the choosen policy when users log on even if they are on a workstation, this meens that the users can't shutdown the workstation and dont see localy installed software, hense we use nal on the terminal servers.
any one know how to force the workstation policy on to those that logg on to a workstation and the terminal policy to a session?

We use an environment variable exclusion, Winstationname is only set when connected through MetaFrame.

i meant User group policy, not workstation
