W2K Server Security is wide open!

I recently walked into a situation where the Compaq server, running W2k server and AD, has been setup with all users as domain admins. I need to lock down the server a bit more where certain users have access to only certain areas of the domain. I have tried to remove all users from "domain admin" while still maintaining them under "domain user" and that just resulted in no one having access to the domain. I am open to any suggestions as to how to implement better security.
