W2K Server FTP site - username and password issue

I figured out how to get my FTP site working, but only if I have it wide open for every anonymous user on earth. When I unclick "Allow IIS to control password" and enter a username and password, I cannot access the FTP site remotely. I enter the username and password on the form, but it won't take them.
How do I set an FTP site up so that the username and password fuction actually works?

1. Under "Security Accounts" tab of FTP Site Properties, uncheck "Allow Anonymous Connections".

2. Create user account(s) for the user(s) who will access the FTP site.

3. Grant them required permission to the folder designated as "FTP Site Directory"
