W2K Server FTP access problem

I have an FTP site set up on my Windows 2000 Server machine, and I can see the site from IE, but am unable to do more than pull what is on there down. I need to be able to have someone remotely move data back and forth off of it, change files, and delete files. When trying to upload (drag and drop from remote desktop to FTP site), I get an access error.

In the Security Accounts tab of the FTP site in the IIS screen, I have Allow Anonymous Connections checked, a username in the Username field, password is greyed out, 'Allow only anonymous connections' and 'Allow IIS to control password' checkboxes checked, and in FTP Site Operators field I have 'Administrators' and NT Authority\Anonymous Logon.

Either it's not doing what I want it to, or I'm mistaking how it's supposed to be acting. What security settings do I need to make it possible for a remote user to have full access?
