W2k - Client Can't assign Static IP

I am using Windows 2000 Advanced Server. I have vpn setup, and it is working fine when clients connect and lets the server assign an ip address via dhcp. However, when trying to connect and specify their own ip address they get an "error 735: ip address rejected by server". Has anyone come across this, and are there any settings on the server end I need to change?

Open the properties for the VPN connection on the server side. On the networking tab, select TCP/IP and click properties. See the box at the bottom that says 'Allow calling computer to specify it's own IP address'? (Might not be the exact sequence as I am working from memory).

If that is already checked, has to be some kind of conflict. Maybe another computer is using the same address? Post some more details if you need more help. What addresses are you using on your server side LAN? What address is the user trying to request? What version of Windows is the client running?
