On my PC, the following software works fine: Winamp, QuickTime, RealPlayer. However, Windows Media Player has problems playing any mp3 or mpeg format files: it causes frequent skips in audio and, for mpegs, video. The skips occur at a constant rate, and the result is incomprehensible sound. I have tried upgrading WMP to the newest version, but the problem still remains...
I am running a Win98SE machine.

I am not sure exactly what the problem is but me and my friend have the same operating system as you, and we are having the same problem. We have just came to the conclusion that windows media player just doesn't have the capabilities to run mp3's, but if you find out differently please post. Hopefully this helps. Good Luck!!

To clarify, the problem is this:

WMP cannot play .mp3 nor .mpg, .mpeg properly.

To try to solve the problem, I have tried two different versions of WMP, but the problem persists.

The following file types work on my Win98 box: .qt, .ram, .mp3 on Winamp, divx. Basically, every media format works fine except mp3 and mpg on Windows Media Player, even tho mp3's play fine on Winamp, etc.

Hope this clarified.

The mp3's do not have the capabilites to run on winamp or windows media player. So therefore giving you your problem about the mp3's.
