VPN, what if Power Fails on one site

If two IP500 are connected in SCN via Juniper routers across the internet,and we have VPN phones on other locations connected to these IP500, what can we do if power fails on one IP500?

Whether the phone can automatically reconnect and register to another IP500?? Can we setup this in vpn software?

May be able with the new 96xx phones that will soon come out for IPOffice with built-in VPN software?
 
With version 5 you can have ip phones register on the other location.
Of course your VPN must still be working !

How, if the phones are registered at site A, how they can re-registered to site B automatically if power fails on IPO site A?
