VPN w/xp pro and 98se

I' like to know if it is practical to create a VPN between
a xp pro machine and a 98se machine? If so, can I do this
with out any special hardware and just the software with
xp pro and 98se ?

I currently have one xp pro with a dirty net line comming
in. Same for 98se at another location. also no routers
doing any nat. Low to no cost solutions?

So the XP machine has to connect to the 98 machine and not the other way around? That's too bad if that's the case because 98 can connect to XP Pro using Remote Desktop very nicely.
