VPN via Outbound Firewall only

Following scenario


VPN access enabled at HQ that lets any IP address in.

Technician on a site that only allows OUTGOING connections to the internet via ports 80, 21, 23.

Am I correct in thinking that VPNs working like the following.

VPN host listen on a particular port number
VPN client dial into that IP address via that port number and then establishes a connection that requires the server to be able to see the client ie. PING for example
