VPN Server NT, DSL Connectino Win 98

On our Network we have our Server which is running NT 4.0 and our Internet Server is running Win 98. Do I have to have the Interent connection on the same computer as my Server is on inorder to get the RRAS to work over the internet, so i can make VPN connections over the Internet.

Any Suggestions
