Is it possible to make up a port number to connect to my server using VPN?

my cable company at home, is blocking ports I need to setup a VPN to my server in my office. can I randomly assign a port number to my server (example: 256) to use as incoming and outgoing smpt and pop3 ports?
 
Ok, I'm a little confused here. Do you need help setting up your VPN or is it SMTP and POP3 that you're having issues with? I've never heard of ISP's blocking common VPN ports, but I have heard of them blocking outbound SMTP ports.
