VPN phones not connecting and giving weird error in monitor

Hoping someone is familiar with this error

IPO 9.0.9 has some VPN phones and regular IP phones. IP phones just fine but VPN phones all do this. Phones say retrieval failed and just gets stuck on connecting. I tried creating a new user/extension same thing. This was previously working, IT swears "nothing changed", and we got VPN phones not connecting correctly.
 
Its probably ports. Looks like 1719/1720 are working for phone registration, but the next thing the phone will do is ask for various files including the IP Office user details. That uses HTTP 80/8411 or HTTPS 411/8411. Check those are still open. It love blocking them, especially 80 which is used by older models of IP phones.

Stuck in a never ending cycle of file copying.
 
So 2 of the VPN phones magically connected but now have 1 way audio (You can hear VPN side but they can't hear you). I know, 1 way audio is always the firewall but I noticed something else strange. I see some communication ports 808 and 3269 in monitor both of which I am unfamiliar with and can not find in any documentation. Anyone seen either of these ports before?

The truth is just an excuse for lack of imagination.
