VOIP Program Question (somewhat Meridian related)

Does anyone know of VOIP software that can integrate with a corporate website that does NOT require the user to download the softphone app, but still can dial toll free lines?

What we're essentially trying to do is have a button on our website stating "Click to Speak with a Representative" that we can program to hit one of our 800 numbers. What we are trying to avoid is having the customer have to download an application, register a username to use the application (aka Skype, GoogleTalk, etc). What we would rather like to have is that the application merely is a web-plugin that they download one time and setup so they don't have to hassle with downloading and setting up an account on one of the aformentioned services.

Any help is greatly appreciated!
