VOIP or MCK help and comments

I have two locations--one in Pittsburgh and one in California. The California location is a Definity G3SI ver 10 wit CMS 8. I have 4 EPN's (one used to be located in a building across the street till we relocated into one building)
I have 41 concurently registered ip licenses of which I am using 38. I am using 28 various 4600 phone sets in a location only a half a mile from my location and 10 in remote locations in Texas, Los Angeles, New York, Chicago, and Florida.
In Pittsburgh is a Nortel.


Here is my goal----I want to add, in Pittsburg, at least 16 Agent seats to my California ACD and manage them from here in California with my CMS.

Here are my questions----
1. If I bought 10 more IP licenses, and 10 more 4600 phonesets, can I plug them into my Pittsburgh office and use them in an ACD capacity?

2. Would I be better off to put in a T1 and two MCK's and use Callmaster V's that I already have?

Any ideas, thoughts, advice or even questions of my sanity are welcome
