enabled voice mail on with phone manager (ip 500 v2)but It didn't show up in user list with VM Pro server.

double checked it: it's not related licensing issue and VM Pro mode is online but voicemail box is still not working for that ext which I added.

Try a reboot of the ipo and or VMPro server.
