Voicemail Msg says on the phone when they are not

Any idea why the Octel mail box's out going message says they on the phone when they are not?

I am thinking it's a setup issue, since multiple users are having the same issue.

need to know what kind of PBX as that is what is sending the code for the type of call or menu 6.2 for inband is setup wrong.
