voicemail deleting messages 7.0.23

When listening to voicemail with multiple messages, a user will press *3 to delete a message. What happens is the next message will be deleted and the current message will start playing again. This does not happen all the time, but once it starts it will keep deleting the next message and go back to playing the one you were trying to delete. Hang up and call back in and it will work fine, even with the file that you were stuck on before. Avaya says to default and retype. Has this message deleting issue happened to anyone else?

You could try to delete the user and recreate it.
Be sure that it recreates the mailbox too.

We deleted and rebuilt user a couple of times.
Uninstalled 7.0.12 and re-installed 7.0.23 manager and voicemail when we upgraded. Same issue after upgrading.
The customer might not have noticed the missing messages, except that they were using group broadcast and when comparing mb messages noticed the discrepancy.
