Some voicemail manufacturers allow direct transfer to outside phone numbers (like the Norstar CallPilot).
But Avaya doesn't go to those kind of parties, because they've always been concerned about toll fraud. Instead, you have to forward an extension--possibly a phantom extension--to an outside number. When voicemail transfers the call to the station, it also transfers the control. The "decision" to transfer to an outside number will rest on the shoulders of the switch, not the voicemail. So...
1. Centrex transfer is possible.
2. Centrex transfer to an outside number is possible.
3. Centrex transfer to an outside number via a call-forwarded extension is possible.
But none of these have anything to do with which voicemail is chosen.
Some of the older Voicemails would do the Centrex transfers for you. i am not sure what release and flavor. If you have a partner messaging that you can dial into. Dial in and see what the selector code actions are.
The new Partner messaging (R1, R6, R7) all support Centrex Transfer from the Auto attendent as well as the PMVS R5.
But once the call has went to a Mail box its too late...
Funny why the design did not allow for the mailbox user not to offer the caller the option to transfer from their mailbox like Call Pilot does on Nostar.
Seems simple enough to me from my stand point a flash hook is a flash hook with a dialing sequence. Could it be that thye just did not think about it or was there some programming restriction that would not let a mailbox owner provide this option and that only an AA could offer this?
Perhaps people were not as mobile with cells during that time as they are now.
