VM Pro Failure Fallback not working

I have a VMP 9.1 using DID and we tested what would happen in the event that VMP stopped working. This is running VMP on a PC and not a UCM.

I have the DID number Destination FALLBACK set to a users extension then we turned off the PC and show that the VMP is offline. However when we call the DID number it just rings and there is not FALLBACK to the users extension.

Any suggestions?
