Visual Studio .Net 2003 AND ASP.NET Web Project

[ASPNetH]

OS: Win2k + SP3
Installed Visual Studio .Net 2003
Tired to creat an ASP.NET web project.

However,I get the following error:

"A connection with the server could not be established"

I've solved this problem before with a KB article which I CAN NOT find anymore.

How do I solve this problem, anyone knows the link to KB article. If I remember correctly there were some registery changes that I needed to do.

My two cents--
Check your IIS installation and make sure that it is started

IIS is started. Like I said there is a specific KB article I found before that addressed this issue and how to solve it. I found it in a forum, but can't remember which one. If anyone finds it PLEASE send me the link.
