Visual basic 6 API "gettimezoneinformation"

I am writing an application as part of an assignment where time format makes a difference. I decided to use the Windows API "GetTimeZoneInformation" to check any users current timezone settings.
My regional setting is English(United Kingdom). Whenever I change my current timezone I remain getting the same data, that my current Timezone is "W. Europe Standard Time".
I would like some help to retrieve the timezone as it is displayed in the regional settings :
ie. "English(United Kingdom)" or "English (United States)" as displayed in the Control Panel / Regional Setting.
