Virtual PC - Setting VRAM does not work

Hello,
I have a mac OS X 10.3.9
I also have Virtual PC 7.0

I'm having a little issue here setting the VRAM size on my virtual Windows XP. If I go into settings under virtual PC and change the VRAM up to 16mb (that is my limit) I go onto my virtual Windows XP and it ALWAYS says:
VRAM - 4mb
and I've been pulling my hair trying to find a solution to get rid of the 4mb and be able to crank it up to 16.

Just for informational purposes, I have a mac mini, first generation. G4 processor, 512mb of ram, 64mb vram.
 
By VRAM do you mean video RAM?

Make sure that you shut down the virtual machine (rather than closing it and saving the state) and merge any 'undo' changes back into the hard disk before you change the RAM settings. I just tried this on the PC version of Virtual PC and it worked fine.
