Viewing Mailbox Content

I have Exchange 2000 running on an Active/Passive Microsoft cluster. I have domain administrator's rights and Full Exchange administrator's rights. When I go to the virtual mail server and try to look at the contents of the various mailboxes, I get an access denied message. I can view the contents of my personal mailbox. I know that it can be configured so that I can view the contents of the various mailboxes as I had to clear corrupt messages from mailboxes at one time. I did not configure that instance.
Can anyone help me solve this problem? Your input will be greatly appreciated.
