View as web page setting not sticking

Hello, I have a problem and users are calling me non stop over it... Seems when they have the "as web page" selection checked off in the view menu, it never stays this setting once they close the window and reopen it. Also, they want all Windows/folders to keep this view. I have tried enabling through Folder Settings but it doesn't work either.
Can anyone help?
