Video "resolution pulse" problem

After exporting my DVCAM edit to DVD, I see a pulsating that I would describe as an oversharpening or what looks like lower resolution in my video. It happeneds with still photos, titles, and video. It pulses about 1.5 times each second, and only occurs during the first 10 or 15 seconds of video and never again for the rest of the video. I have not able to check my exported (but not yet burned) video to look for the pulse as I'm not at my computer. If anybody has seen this problem, please let me know. I have been a video engineer for a few years and never saw this before.
