Video Card Hardware Acceleration Problem

i have a dell inspiron 5000e with an ATI 16mb Video card and in Windows XP Direct3D Acceleration worked great, I could watch my DVD's and various recorded video Full Screen with no screen freezing. In Windows Server 2003 I get nothing but freezing if it is more than 30% of the screen size and even when the video screen is small the CPU is running the video. ie My CPU is @ or near 100% and the video size is only 320x210. I ran dxdiag and in there it says Direct3D Acceleration: Not Available and the same with AGP Texture Acceleration. Does anyone have any idea how or if I can fix this problem. If I can't, I will be forced to go back to XP Pro and I don't really want to do that. Thank you for any help or suggestions.

Specs:
Pentium 3 - 800Mhz
ATI Mobility 128 AGP 2x 16mb
512mb Ram

Okay, this is really funny, I am an idiot. I have been wrestling with this problem for about 3 months and figured it out by accident. In dxdiag there is a thing that says (ENABLE) I feel a little sheepish. Anyway, hope you had a good laugh! =) Duh!
