Please don't pollute. That said, to relieve the tension, now is the time to diagnose the problem. That is, if you want to proceed. The first diagnostic tool is a speaker to get post code beeps. Little beasts are cheap, should just about be given away at a good computer shop. Next item is a logic probe. With one, you can see the transitions on the address and data lines on the bios chip. Alternative is to take the system to a shop where they have the stuff available and pay them to do it.
How about taking the system to minimum. M/B, CPU,memory,video, k/b,no jumpers except power on if this is a ATX. No hard drive connections, no floppy connections. No bent pins where the reset switch connects. Trying to eliminate stuck reset or keylock problems.
Verify that the CRT didn't get fried with the video chip fiasco.
