Video Capture Card for a Sony Vaio With Windows ME

I have a Sony Vaio Model PCV-RX270DS, running Windows Millenium Edition (ME)Operating System. It has 2 PCI slots open. I want to be able to input HI-8, VHS and other analog Devices as well as be able to Output to them, and a TV. My question is what is the best video capture card to be able to do this? Does anybody out there have any suggestions or educated advice? The computer already has all the editing software, so do I need anything else? I'd Like to be able to make TV quality videos! Is this possible? Please any advice is welcome!
