vertical scroll bar setting

using Excel 2013. I have inherited a spreadsheet. data goes down about 400 rows and yet vertical scroll bar seems to be setup to go on for ever until end! How do I reset to sensible setting, not sure what has been done by others to leave it like this

Hi,

Select ALL rows after the 400.

Right-click Delete Shift up
