VENTURE 3-LINE (Nortel) - Distribution Block

When plugging in a line to the distribution box each line works fine. When plugging in to line 1 and 3 I'm still OK. When adding a line to line 2 I get static on lines 1 & 2 but not 3. I unplug line 2 and 1 & 3 again work fine. Nortel & AAstra are of no help. Could it be the Distribution Box or something more serious?
 
Someone I work with has heard of a similar set of symptoms, and the cause was traced back to a reversed polarity on one of the jacks for the CO lines. From what I was told, it had something to do with how the station-to-station signaling on line 1 was filtered. Never dealt with a venture phone directly, so I cannot vouch for the info, but it is any easy and quick test. If you have an rj45 banjo, you might also want to test the pairs with a butt set (power supply disconnected)to rule the CAM box in or out.
