Can anyone tell me how to create a vector image on Photoshop? It seems to be only allowing me to create Raster images.

Photoshop is designed for raster images. You can create vector shapes using the pen, text and shape tools which will appear on vector, or Shape, layers. When you zoom in, the vector shapes will take the resolution of the image, so you'll see some pixelation. However, some file formats will retain the vector data (such as PSD and EPS).

If you want to work with vectors extensively, use Illustrator, Freehand, or something similar.
