i want to star learning vb. where is the starting point
 
Not right at the beginning because that is too simple.

But not too far after the beginning as that can get complicated.

I would say just a tiny bit right after the beginning.

VB for Dummies is a good book for the beginner as MrMooCow says, but just about any VB Beginners book you find at the local book store is probably worth reading also. Oh, and do start at the first.
