VB6 P&D Wizard .dll Version Problem

I read an earlier posting on this problem but was wondering if anyone has any additional solutions?

I have packaged and deployed an Access 2000 application with VB6 P&D Wizard. The first version of the application installed with no problems on a laptop running Windows 98 and Office 2000. The next version install failed with a "...some system files are out of date..." This also happened on several machines that had not previously had the application installed on them. An ideas or suggestions?
