VB2008 Vista: How to create desktop shortcut to executable

After I "Build" a .exe file, how can I create a desktop shortcut with an existing icon file to run the program?
(I am using VB2008 Express on Vista system.)

With VBExpress, you need to publish your application. There are different options, and you should read about what those are. Here is a good place to start.
