vb interface with access database

could any help me by giving me some instructions in english on how to go about getting a vb interface with a enter name and id number function to open a acess 2000 database scan the records in the table and if it finds a match then reply positively or negativly

This sounds like a job for ADO. Specifically of interest to you will be the ADO Connection Object and the ADO Recordset object.

It is a lot to explain but you can find tons of info on the web, or even on this site, now that you know what to search for. Also you can read about it if you installed the documentation help files along with VB.
