You'll never get a base level fileset from the IBM site.
All base level filesets are only ever released on install media, that is the only way to control the licence of the product.
Only updates can be downloaded from the website, because you must have the base fileset to use them you will already have a licence.
So you must find some install media, or some one willing to pirate the fileset for you.
