We are using Storagetek L20 library with 2 x LTO tape drives. Our backups are just over 400GB so we have recently added the third tape into the each day backups. So each day Group0 will have tape1, tape2 and tape3.
My question is how do I set it up so when backups start and first two tapes are full, whatever is left will continue onto the third tape?

I guess you are using two backup jobs: one will fill tape1 and the second will fill tape2.
When one of the jobs reaches the end of the tape it will automatically load tape3. However, when the second job also reaches the end of the tape it will try to load tape4.
With ARCserve you have to 'load balance' your backup jobs yourself to make sure that job one will use 2 tapes and job two will not exceed the max. tape capacity.
Be sure to have the rules for accepting second ('additional') tapes configured correctly.

regards

Do a quick erase plus on the third tape and it will automatically be used as the sequince # 3 tape.
